BID:BIS Camborne: Supporting a Safer Town Centre with Disc

In October 2024, BID Camborne launched its Business Intelligence Scheme—BID:BIS—to support over 310 member businesses in the town centre. Developed to help tackle issues such as anti-social behaviour, persistent offending, and information silos, the scheme provides a centralised, secure system for intelligence sharing and community safety.

To power the scheme, BID Camborne implemented Disc, a platform designed to enable real-time updates, structured reporting, and improved collaboration between businesses, council officers, and local police.

The Impact

Disc has had a significant positive effect since its introduction in Camborne. Key features and results include:

  • A single, secure system: BID:BIS operates through one Disc system for both the day and night-time economies, streamlining access and communication.

  • Flexible user permissions: Members, administrators, and stakeholders have different access types, with content tailored to their roles.

  • Active use of Instant Messenger: Used in particular by BID Camborne and the town’s Neighbourhood Policing Team to “update each other on relevant issues and persons of interest.”

  • Ease of administration: BID Camborne describes the admin interface as “very easy and straightforward to use.”

  • Strong member engagement: “Many of the users log in daily or multiple times a week,” and the BID monitors engagement closely. “We check who’s logging in and who’s not—and if we find people haven’t been on for a while, we contact them to see if they still want to be on the system.”

  • Growth-friendly structure: Disc supports how BID:BIS is growing, with manageable access levels and system flexibility.

Real-World Success Stories

The scheme has played a role in several successful outcomes. A notable example includes the identification of a prolific graffiti offender:

Police and Council Collaboration

Council ASB Officers and the town’s Neighbourhood Policing Team are set up as users within Disc. They actively use the platform to:

  • Review submissions from businesses

An Information Sharing Agreement (ISA) was formally signed in June 2024, reinforcing the GDPR-compliant nature of the system and supporting its long-term sustainability.
